Summary

This individual serves as a key liaison between the community, local workforce, and the Center for Innovation and Learning at Lehigh Carbon Community College. They are responsible for fostering partnerships, driving outreach initiatives, and promoting workforce development programs to meet the needs of both individuals and employers. By engaging with local businesses, organizations, and prospective students, they help facilitate innovative learning opportunities that bridge the gap between education and workforce demands. Their role blends relationship-building, strategic outreach, and sales skills to support the growth of programs that drive economic and career development in the region. Responsible for sales and development of workforce programs in Lehigh, Carbon, Luzerne and Schuylkill counties. Promotes the WEDnetPA grant program. This position is based at Schnecksville campus and reports to the Executive Director of the Center for Innovation and Learning.

 Essential Duties and Responsibilities

  • Maintains and grows enrollment and revenue related to workforce development.
  • Supports customized and contract training funds and programming, Community Education other employer-related programs and services.
  • Identifies and expands economic development opportunities targeting local, regional, state, and national firms that strive to address community training needs.
  • Participates in local and state workforce activities that promote economic development and assists in the creation of high quality and innovative training.
  • Maintains key contact with the LV Workforce Investment Board, ensuring the onsite space is staffed to achieve non-credit and credential training.
  • Designs, markets, promotes and administers leadership & workforce development programs in Lehigh County. Carbon, Schuylkill and Luzerne counties workforce investment board (WIB) areas to create workforce revenues that meet annual targets.
  • Seeks out relevant workforce community partnerships that will strengthen and expand workforce training.
  • Utilizes a comprehensive tracking system for all programs and develops quarterly reporting system that includes enrollment, waitlists, revenue.
  • Provides feedback on unique Northern Tier and Lehigh County jobs training needs for workforce development and noncredit to credit pathways with academic services. (such as High Priority Occupations in applicable WIB areas)
  • Proactively develops relationships with business and community advisory boards and represents the college at meetings to promote the Center for Leadership and Workplace Development services in Lehigh County.
  • Will promote Wednet funding to businesses and industries of Lehigh County.
  • Conducts organization assessments and develops training plans for clients to identify training/learning needs. Refers clients to credit/non-credit/ LCCC programs that meet needs.
  • Completes all necessary paperwork, documentation, monthly budgets and reports for workforce contracts, revenue reporting, adjunct contracts, proposals.
  • Prepares ad hoc reports as requested.
  • Participates in department team meetings as well as various college committees and planning sessions to represent Lehigh County and Northern Tier needs and issues.
  • Performs other duties as may be assigned.

Qualifications Required:

Education

  • Bachelor’s degree from an accredited institution.

Certifications

  • Act 153 Clearances (Act 34 PA Criminal Background, Act 151 PA Child Abuse History, Act 114 FBI Clearance Fingerprinting)

Work Experience

  • Three or more years’ experience in higher education or with an organization that offers educational services.\
  • Experience in adult or continuing education.
  • At least two years’ supervisory experience and two or more years’ training experience.
  • Specific experience in or knowledge of community colleges and the local business community

Knowledge, Skills, Abilities

  • Excellent communication and organizational skills.
  • Experience in working with people.
  • Ability to work independently.
  • Knowledge of Lehigh, Carbon, Schuylkill Economic Development initiatives.
  • Experience with workforce training programs. Excellent interpersonal skills.
  • Familiar with mission of community college.
  • Strong marketing or sales and project management experience.
  • Strong time management and excellent communication skills.
  • Must possess a high level of the following work skills and behaviors: teamwork/cooperation, initiative, customer service, and commitment to continuous professional growth in skills and knowledge.

Preferred Qualifications

  • Master’s degree from an accredited institution.

Physical Demands

While performing the duties of this job, the employee is frequently required to stand; walk; sit; use hands to handle or feel; reach with hands and arms; talk and hear.  The employee may regularly lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds.  Specific vision abilities required by this job include close vision and distance vision.

Work Environment

The noise level in the work environment is usually quiet to moderate.
