Responsible for providing confidential administrative support to the office of human resources. Provides a variety of human resource management functions related to recruitment and employment of faculty and staff.  Must have strong interpersonal skills, organized with strong attention for detail and initiative to work independently. In addition, this position will be cross-trained to perform the duties of the associate director when that individual is out of the office. The duties performed by this position involve access to confidential information that pertains to human resources services including collective bargaining agreements, performance evaluations, recruitment, payroll, and other personal employee information.  Must be able to travel to other LCCC sites.  Directly responsible to the associate director of human resources.

Essential Duties and Responsibilities

Recruitment/New Hire Process

  • Responsible for maintaining, updating, and using the functionality of the human resource’s applicant tracking This includes:
  • Posting notice of vacancies to College’s website and the human resource’s applicant tracking system.
  • Works with the search committee chair and/or supervisor to schedule candidates for interviews.
  • Monitors candidates in applicant tracking system from receiving resumes through the hiring process.
  • Prescreens candidate resumes in applicant tracking system and forwards resumes to supervisor and and/or search committee members.
  • Responsible for conducting background and employment verifications for all new employees.
  • Responsible for assisting search committee chairs to ensure efficient interviewing process and scheduling of
  • Assists supervisor with onboarding of new hires and off boarding of departing employees.
    • Sends out and tracks three and six month employee engagement surveys and exit interviews. Prepares bi-annual reports.

Benefits/Payroll Administration

  • Monitors payroll banner module the Monday prior to pay date. Tracks supervisor or employee to complete timesheets if needed. Works closely with payroll.
  • Assists with approving any payroll related item including action/change forms, tax information, adjunct contracts, instructor contracts, class coverage forms, direct deposit, W-4 changes.  Updates google   pay sheet to reflect pay changes.
  • Ensure accuracy of employee data in the HR module of Banner for regulatory and compliance as it pertains to supporting the payroll function.
  • Tracks incentive hours for classified staff.
  • Assists supervisor with salary planner.

Administrative Support

  • Administrative and Classified Staff Evaluations:  Monitors software to ensure evaluation schedule for  administrative and classified staff is accurate. Tracks completion status of evaluations. Updates job   descriptions in software program to ensure job descriptions are current and accurate.
  • Faculty Evaluations:  Updates faculty evaluation and promotion list annually and submits to VP.
    • Tracks on spreadsheet completed faculty evaluations after received from academic services to ensure packet is complete and signed by VP.  Files in personnel file.
  • Composes and prepares confidential and routine correspondence and reports; reviews and prioritizes all incoming materials and takes action as appropriate as well as compiling information for dissemination in  college newsletter or on college website.
  • Maintains the database for background clearances and certifications. Sends out renewal letters, collects and verifies clearances and certifications.
  • Processes all general and benefit invoices and tracks the Office of Human Resources budget including purchases office supplies.
  • Processes reports in banner using report writing tool.
  • Responsible for coordinating and planning the college’s annual staff recognition awards event.
  • Processes unemployment compensation claims and other legal requests, including new hire reporting.
  • Assists federal work study students and student workers with obtaining proper clearances for employment.
  • Reviews college catalog annually for updates/revisions.
  • Processes and tracks administrative professional development requests.
  • Tracks classified/faculty seniority lists.
  • Processes and provides faculty evaluation and promotion schedules for VP for Academic Services and Student Development.
  • Ensures staff and faculty personnel files are complete and accurate with official transcripts and required
  • Updates and maintains filing system for accurate information storage and retrieval.

Other

  • Assists with other college functions on a regular basis.
  • Performs other duties as may be assigned.

Qualifications:

Required

Education

  • Bachelor’s from an accredited institution in human resources or business related field or Associate’s degree from an accredited institution with 5 plus years work experience directly in human resources.

Certifications

  • Act 153 Clearances (Act 34 PA Criminal Background, Act 151 PA Child Abuse History, Act 114 FBI Clearance Fingerprinting)

Work Experience

  • Minimum of five years of general administrative or human resource experience in a fast-paced confidential office setting.
  • Experience using productivity software.
  • Strong computer skills including word processing and knowledge of spreadsheets.
